Actually, they solve a number of issues.

1) Infrastructure buildout and support

2) Technical support of the application

3) The software application or applications that they focus upon

I would agree that if an organization could come up with a suite of non-profit applications using an ASP model, and then provide the technical support and training to NGO's to augment it, that would be best. The reality is a number of organizations are involved in projects to do just that including NPower and the APC.
