When you get to the discussion about the Digital Peace Corps please include me in. At NPowerNY we are piloting a workforce training program that is patterned after some of the more successful federal programs like Vista and the National Health Service Corps. The concept is to train individuals in a diverse set of IT skills and place them in the nonprofit sector for a service obligation while continuing to hone their skills during the placement. Once the obligation is complete, they will have a set of marketable skills and can move on to the private sector or (hopefully) stay with the nonprofit sector as a career.
