John Middleton
Director, Global Outreach and Distance Learning
The World Bank

John Middleton is responsible for a number of World Bank initiatives using information and communication technologies for development learning, including the Global Development Learning Network, the Global Knowledge Partnership, and a range of Internet-based learning programs. He has also led education policy and project work for the World Bank in the Bangkok and New Delhi field offices, and managed policy research on vocational and technical education and training, and on education management and reform.

Before joining the World Bank in 1986, he was president of a small college and planning advisor on educational technology to the government of Indonesia. His publications include Primary Education in India (World Bank, 1996), Skills for Productivity (Oxford, 1992), and Planning Education Reforms in Developing Countries (Duke, 1990). He holds a Ph.D. in Educational Planning from Harvard University.
