Barbara Chang has 16 years of non-profit management experience. She leads the executive team of NPowerNY after having led its business plan development.

Ms. Chang has spent all but two years of her professional career working at non-profits in the New York City area. Prior to joining NPowerNY, Ms. Chang was the Director of Health Policy and Programs at the Primary Care Development Corporation (PCDC) in NYC. There she took part in the financing of nearly 30 primary care centers throughout the 5 boroughs of the city. She was involved in working with health centers as they began to operate their new facilities, designing interventions that addressed specific operational challenges they faced including the effective use of technology.

Ms. Chang received her Masters from the University of North Carolina at Chapel Hill and her BA from Johns Hopkins University. She currently serves on the board of Planned Parenthood of Nassau County, Inc.
